No you don't need to spend a ton. I was accepted back before guilds were actually in game, I barely spent any. Turns out, I didn't stay, because I knew my friends wouldn't want to play at that level. But TI has a special place in my heart. They have a reserve team now. So i bet you can get in if they start a third.
