Tenacity Down vs Tenacity Up

Why is it that tenacity up guarantees a resistance from all debuffs, but tenacity down doesn't also guarantee that debuffs won't be resisted? I'm really tired of TFP applying tenacity down to someo...

You are an effing genius, too bad noone ever had that idea. Wait a second, this doesn't solve the problem that Tenacity is a useless stat, neither puts an unbalanced mechanic in its place.
