It's a reason of flavor:
Eating nutritious food always increases your nutrition.
Being exposed to germs DOESN'T always make you sick.
Then there's thoughts like: "Why would someone's body reject a positive benefit?"
& "Of course your body would try and resist something bad for you, even if you were unconscious".
There is a minimum resist amount because nothing will ever make your body stop fighting to be in good shape. There should not be a minimum debuff amount because it just doesn't make sense flavor wise. Besides, offense is way more overpowered than defense in this game already.
The best solution to the tenacity/potency problem is to keep the 15% minimum resist, make the starting ratio 50/50 instead of 85/15 in favor of potency, turn tenacity up to a multiplicative 50%, and leave tenacity down as it is. Then add a temporary buff and a temporary irresistible debuff (temporary = one use like foresight or expose) that guarantee a resist or debuff.
Why would anyone compare nutrition to germs? Give me a break...

I was comparing nutrition to buffs, and germs to debuffs.
If you don't see the similarities there...
EDIT: I find it humorous how many people try and impugn my intelligence because THEY don't get what I am saying. Seems it would be more productive to ask me to clarify than to react with a scoff.
