Tenacity Down vs Tenacity Up

Why is it that tenacity up guarantees a resistance from all debuffs, but tenacity down doesn't also guarantee that debuffs won't be resisted? I'm really tired of TFP applying tenacity down to someo...

Besided not being comparable... Nutrition and germ analogies are 3rd world problems. Discussing the finer elements of tenacity up and tenacity down or whatever your talking about, Idc, is a 1st world problem and just shows how out of touch with 99% of the people on the planet you are.
