Tenacity up + debuff
Is it possible to land a debuff when tenacity up is up? I'm not talking about B2 but more like Vader. If so, how much potency would he need

Tenacity up usually means immune to all debuffs, the exception being when a debuff has "Cannot be avoided" in the description. For example, a Jedi will not resist Ability Block on Vader's basic even with Tenacity Up.
