IMHO, The main problem with TB isn't that some people don't do the right thing and waste TP in deploys/missions, it's that it take a lot of coordination to play even a bit effective, and to evaluate what we actually did. These planned features don't fix all of that.
The "more stats" part is great. Not sure the suggestion contains everything I'd like to see, but it's a huge improvement.
The suggested "lock/tips" features seems a bit meaningless for the more ambitious guilds. We're already forced to use Discord (or other chat tool) since the in-game guild communication features are severly lacking. Using some in-game tools to do part of the job is just more work - one line in Discord can convey the same information just as easily, and if your members aren't capable of checking Discord or learning how TB works themselves, I doubt these lock features will help your guild that much anyway. Perhaps this might be good for the less organized guilds, but not that much otherwise.
The one lock I see as slightly useful is to prohibit assignments in platoons that we can't fill. However, that still wouldn't save us from the huge work with checking what platoons can be filled in the first place (and people doing bad assignments while the platoons are being checked), something we need external tools to check remotely efficiently. Showing in the game ui how many of the required chars there are in the guild (and total required in platoons this phase) when you hover on a platoon member would be a great addition and might save us quite some time and misplacements. Add a warning popup when trying to assign in a non-fillable platoon (as you might still want to do that, expecting to obtain the missing stars during the phase).
Autolocking on 3 stars is, as many has pointed out, horrible for competion purposes, it will force even more management and encourage bad/risky plays to get around being locked out. In later phases, you often have the scenario where you have one territory at 3 stars, and the other one too far away to be possible to score another star, why lock out missions in this case? How about a simple warning system instead, "This territory has 3 stars already, are you sure you want to do the missions/deployment here?". You can still put that in statistics as "wasted TP/rogue missions", but don't block it.
