Overall I believe these change are good but personally I think that deployment should be possible at 3 stars but comes with a warning such as “This territory is already at 3*, are you sure you want to deploy here?”
That would ensure not to leave anyone who wants to contribute to lower phase territories and also to make it easier for officers to check participation.
