Actually, it's much easier to win further down the GP scale because it's quite common for two "Top" guilds to end in a draw, as they both have the ability to clear all defensive regions while on offense. Most sub 100 Mil Territory Wars end with 1 winner and 1 loser. Most 125+ Mil TWs end in a draw.
In a draw, neither guild gets recognized by the leader board.
Actually, I'm in a 125+ mGP guild and we have won 4 in a row. We only had draws the first two. I don't think ties are as common as people think now that guilds now how to play for a win.
