I think the matchmaking will be based solely on total GP of registered players in the first phase of TW.
They have already stated that only registered players will be considered when the matchmaking runs and their rosters will be frozen. So it doesn't matter the overall GP of the guild, but only the GP of those registered in the first phase of TW.
If I'm right then TW is the opposite of TB.
While in TB is better to have a wider roster, in TW will be better to have maxed teams but a smaller overall GP, for a good matchmaking. Now this is balance :smile:
