By initially releasing the mods with OP stats, people were forced to spend a ton of cash (real and fake) to stay competitive in the game. That wouldn't have happened if the mods were just modest upgrades like they are now.

And that, if true, is very likely illegal.

To be fair, it was more likely a dumb, ill considered move than a deliberate act to scam anyone.
