The accuracy stat is a joke
So every character has a 2% chance to dodge, with relics and buffs and leadership skills some people have higher but for the most part, what you'll encounter is a 2% chance to dodge.
The accuracy stat is supposed to reduce chance to dodge, and relics, and some uniques, and arrow mods can give it.
But yet, even facing a 2% dodge chance opponent (no foresight, no evasion up, leadership doesn't give dodge chance, relic doesn't give dodge chance), and even having an r7 character with 13.5% accuracy, with R2 in the party for another 10% accuracy, so 23.5% accuracy... you can still whiff. Accuracy does not seem to directly negate their 2% dodge chance, but rather reduce the 2% dodge chance to what. 1.5% dodge chance? Does CG really expect people to sacrifice a speed arrow for accuracy arrows with that kind of functionality?
