I don’t have any inside information or anything, but that’s what I’d suspect based on what I’ve seen.
which ultimately still makes it a joke of a stat that I wonder why they think it should be on arrow mods. Cause those dodge based leaderships and evade up buffing characters are relatively few. The place where dodging is more noticable is in ships, but the accuracy stat from characters doesn't translate to ship accuracy.
