The troopers are comparable more with the old rebels but without their availability or multipurposes, they are only atractive to empire fans, but they can be used as the 5th HAAT team, so if you already have Resistance, Clones etc you can use them.
Gar and ISC are dead at birth to me, a fitting start to the empire pass.
Phoenix I cannot comment on them since I am as interested in them as are non empire fans interested in troopers. Maybe they can be could, maybe they can replace the troopers as a HAAT team, or maybe only Sabine and Ezra will remember us of their existance. Still if Sabine and Ezra will be arena worthy, even if in other teams, that still will be way better than what the empire brought.
To me both additions were garbage, the only thing is that rebels faction didn't need the Phoenix team to be good while the empire desperately needed a good faction pass.
For their price, Phoenix SHOULD at least shake the meta for 1 month. Empire costs 0$ and such can have a weaker pass.
