The Failings Of Phoenix and Imperial Troopers, and lessons to learn from this

I haven't seen either of these teams in my arena shard, but I haven't a feeling the biggest reason they appear underwhelming is because of a certain character that exists in almost half of arena teams being able to apply aoe daze

Also that they're hard farms and so people don't want to invest in them. I don't think anything really needs to be done "fix" either team, because they're still strong teams, they're just neutered by maul
