The Logray problem

If Logray is required to beat tier 7 of the C3P0 event, why is he a near impossible farm? I haven’t seen him in the guild store in two full weeks and there’s literally no way to farm him anywhere else...

I've been pretty much hoarding my currency for a little bit now. Not in real need for any of the gear in there at a the moment so I'm able to picking up logray shards every time he shows up. I need 72 before c3po returns. Hopefully that happens
