The solution is quite simple actually, Plague is already beyond broken, so might as well fix it up a bit. Plague should hit for 5% of the target's max hp per stack, however it shouldn't ignore protection. They already manipulate TM like crazy, so why even boost their speed in the beginning? The majority of teams either have a speed bonus from the Leader ability OR they have TM manipulation(like Rex), get rid of one of the above.
