Yes, likely “Challenge Tier” title is used to allow the rewards to be less exclusive (able to be purchased in packs) as a legal defense in the case any litigation would be brought forward. However there are packs that have included exclusive shard rewards as feats for the original Pit, HAAT and Sith raids ie Hyperdrive Bundle.

There were also last years Christmas packs which blatantly sold Kenobi and Traya shards
