Basically agree. For me, it's definitely a case of necessity to remain as relevant as possible. The astronomical difference between certain lv9 abilities needs addressing as well. I imagine that a big part of the problem goes away if this is sorted.
You can't have umpteen lv9 abilities when reroll materials are so scarce. You barely get enough to level up multiple DCs as is
