It makes perfectly sence to restrict it to 5 scoundrels minimum because getting 3 is not that hard without star requirements. They want you to get more different type characters unlocked than only focusing meta chars. And as last poster said its not devs fault if you focused leveling certain characters and not scoundrels. I for one tried to have different chars so i get at least a chance each event. That was with a cost loosing my shard arena rankings a bit.
