There is no need for a credit gate anymore.

When the game started, only credits stood in your way of maxing out characters. Gear was quick to farm.

Now? Raid gear is the gate. There isn't a need for a credit gate and a raid gear gate.

There is no harm having a bunch of gear 7 toons. It doesn't break the game.
