How about making the challenges actually drop a guaranteed single zeta, 6 per week or even halve that and have just the first challenge always drop one? (i've had just 2 drop in the last month and a half).
You could still have the possibility of getting more than 1 but a minimum 3 zetas per week isn't too many is it?
