What about a possible solution that shards will shuffle once a week
Every Sunday, your shard will shuffle with all shards that have a similar average level of active players, and then continuously shuffle, so you aren't always with the same people.
You will keep the same rank, however, and when shuffled you will go into a new shard as that rank, and no one that rank will shuffle into that rank with you
That rank can either be the one you are at when the shuffle occurs, or your average rank that week at payout
