they only way to change this is get every player to stop spending money and watch how fast the devs will change everything and make it work perfectly fine.
That will happen, or at the very least crystal spending will drop.
I've always got the passes and saved crystals for the marquee packs- now I'm questioning do I need to do this now as previously I had new toons at r1 and close to 6 or even 6 stars in the first week, if I can't now what's the point in me buying the pass etc.
