Palpatine and Thrawn have now been elevated to top 25 characters in the game.
They are characters that everyone already has. EA won't move the meta for characters everyone already has.
If the new Sith raid has another top 25 Sith or empire character the meta may move.
I will be honest and admit that I was hoping for a slight bit of duo synergy between the two but it's not there.
