That's the problem - they can add some badly written scavenger "Mary Sue" who is OP and who can break the meta, but they won't drive their brains and come up with a meta breaking boost for Palpatine and Vader. IT'S NOT CANON TRUE!
Rey breaks the meta with the backup of 4 top tier characters. Vader and Palpatine have been made good enough that a top tier team can feature them. Whether the developers intend to give us the rest of the team I don't know.
Look Rey works based on a legendary journey character, three event characters and a raid character. One of the event characters doesn't have any faction synergy with the others, one of the event characters creates faction synergy for the raid character that otherwise wouldn't synergises with jtr.
Rey has a team that breaks the meta. Who are you using with Vader and Palpatine, Thrawn and some easily farmed scrubs. I hope that the new Sith raid drops shards for a Sith character who is a top tier tank and can make a Sith team work.
It's important to realise that Vader and Palpatine are easily accessible characters than manshame the mid game meta, ie Wiggs, chaze, phoenix etc.
