Remember folks, the shard shop is supposed to be a place for veterans. People trade surplus which is unlikely to exist unless the player has been polaying for some time.
Reducing a bit of the barrier for old-timers is one trait which helps player retainment, reduces burnout.
If the shop unlocks only at level 65 or 70, so be it.
