Thrawn's Unique broken!

So I have Thrawn's Ebb and Flow with Zeta and it supposedly gives him +100% Counter Chance and as I was playing GW I noticed that Thrawn DID NOT Counter when he was hit by Ahsoka Tano's basic (he wasn...

He only gains the extra tenacity and counter chance if an enemy is fractured, I guess that's why he didn't counter.
