Tie fighter pilot ability block

This can be resisted, correct? It does not say in description "this ability is unresistable". Has anyone seen it NOT land. Here is my scenario in arena. My Baze is 60% tenacity. Opponent TFP has 52% p...

I use mine for P1 of heroic rancor, and I have to restart a few times before I get ability block and all three with buff immunity.
