This is ongoing in the P1 of heroic AAT raid. When Anakin's unique takes effect, B2 gets 100% TM and Anakin already had 100% TM. Yet B2 goes first everytime. Not sure if you're in a heroic AAT guild but you probably aren't since you don't know that 100% TM can vary between toons. Could be wrong though :)
