Oh - it does make sense. They sell shards for them in packs. It makes sense for the whales - which is ironic, as they are often the ones winning them in tournaments anyway.
But yes, for 99% of the player base (those that won't drop a C-note to pick up a 3 or 4* toon pack...or several for vaults), tournaments are only a source of some free credits, not actually releasing playable characters.
Please note: I have Cassian, Jyn and Tie Advanced. The first two sit on my bench at 3* each. The Tie Advanced is in my arena fleet - but only as my last reserve to make my power look good. At only 4*, the Tie Advanced is fairly weak compared to my 5* ships - and I have Vader at 7* G11. As someone who has played this game since November of 2015, my tournaments reward is 3 useless trophies.
