Why doesn't my Umbaran Starfighter ever dispell target lock? My fives is seven star, level 85, gear 8. His ship is five stars, level 80. It claims it dispells all positive effects, but rarely ever do...

He never dispels Target lock. He dispels buffs on an enemy if they are Target locked.
