Why doesn't my Umbaran Starfighter ever dispell target lock? My fives is seven star, level 85, gear 8. His ship is five stars, level 80. It claims it dispells all positive effects, but rarely ever do...

Then you probably dispelled it, but it gained Taunt back right after they target locked your ships, or Vader refreshed target locks on your ships.
