Why doesn't my Umbaran Starfighter ever dispell target lock? My fives is seven star, level 85, gear 8. His ship is five stars, level 80. It claims it dispells all positive effects, but rarely ever do...

This is the most likely answer.
Vader (tie advanced ) keeps refreshing target lock. This would be hard to see if 5s (Umbaran) is target locked.
Sequence of events:
- 5s dispels (if biggs target locked)
- turn ends
- TL reapplied (if vader present and it was going to expire)
- taunt returns
