This is a long term strategy game and a lot of players, specially the Free to Play ones, plan a lot ahead about the development of their characters. Someone may be developing an Expose based team, such as the Resistance one you’ve mentioned, for a long time (many months in advance perhaps) and then suddenly you make a change to its behavior in just a few days, ruining that development.
I don't know that reducing your damage by ~10% (or whatever the final number ends up being) is "ruining" anything.
