Why would the law exclude packs you can buy with crystals? A player can obtain crystals for free, so there is no actual money transaction. I could see this being against the law if you paid money and got a gambling loot box or card pack. Then it really affects minors. Are all packs with % chance of loot drop excluded or just those bought with crystal currency? This law really seems aimed at EA's old Battlefront 2 Loot Box system and the recent New York case involving Valve

I would say, even if its crystals and not hard currency, the packs are random and Brazil, and many other countries, view that as gambling, As much as i sympathise with the op, the random packs where luck is decided on what you get should be completely banned.
I have argued this point with mods over the years that we should have an exact set amount of what we receive as to what is paid for. I think for the new modelling of gaming is content still owned by the game and we have to pray we get the top end of what's on offer.
