I think it's time to rework Vader. We are being inundated with Rebels because of Rogue One, and I dont think we're done seeing new Rebel toons yet, plus the Wiggs-Lando is meta on many servers right ...

But yeah -- A unique. Maybe even as straight forward as % Counter attack against debuffed foes. +5% damage per debuff against rebel and jedi enemies.
