That is correct, and more than likely is NOT WAI.
That would be upsetting. They both benefit from palp leader ability that has 2 tags.
Why should they get a dual benefit from their Leader abilities? They do not state anything of the such. They clearly state what the gains are, and neither state anything about a double bonus.
