value of critical avoidance

hi all i am trying to evaluate how effective critical avoidance is? by rearranging mods on my shoretrooper, hp+prot/(1-armor) value may go up by like %5. But i have to give up %21 critical avoidan...

So... when it works, is it basically just reducing crit rates? Is it mitigating crit damage like a soft soak? Or does it actually completely dodge a critical hit?
