Why don’t Han and Chewie have the resistance tag along with R2-D2 and C3PO?

Power creep was not so intense when JTR was released. Having the Vets synergise with resistance might have been too powerful back then. With current kits it would hardly be the case, but this is probably one of the reasons why they don't have the tag.
