Possible they updated the coding recently to break it but didnt see anything about this in any recent patch notes...
I've seen several posts about not getting rewards when doing both specials, never seen a post showing people got both specials paid out.
So gonna have to go with OP mis-remembered it working properly last time, or maybe they got stars in both areas last time.
There are a lot of combinations possible here and identifying what exactly is causing CG to prevent the rewards from being distributed is going to be difficult without CG looking into it and troubleshooting this then communicating with players what is causing the no payout.
