way out leveled in galactic warfare
is it typical to have to battle characters that are 11+ levels higher than my best characters in galactic warfare. I am level 68 with my highest toon being 65 and i am getting people that are level 79...

OP, levels are not the most reliable way to gauge characters' strength. Gear and mods are more important.
Plus, as said above, GW is meant to be challenging. Use multiple squads, build TM, avoid wasting your best toons on low-difficulty nodes, etc.
