What does this even mean? Will it be a maxed out capital ship with a zeta'd gear12+ pilot or will it be a bare bones one to make the event more challenging? Can we get some clarity here maybe?

If there is going to be a new capital ship in the event, I am pretty sure the devs would have teased something about that instead of ‘Any 4 BH ships’.
