Webstore packs

I am from a country that we don't have any access to paid bundles or packs at the webstore. With that, at times that they release lsb, like now, only at the webstore, we have to wait and sometimes even have a disadvantage at gac against players that have this access. With that said, why punish players that want to buy these packs using vpn? And why do you need to delay so much the release on the pc client and android game?
