What could this mean??? (Road Ahead 10-5-18)

It's a specific cipher pattern given its geometry and choice of bolding. One of these is the answer key, the other the message itself.

I suspect that this is a Polybius cipher given the 5 by 5 message block at the bottom. Hmm...
