What is purpose of wait times after raid opens?

Is the purpose to say get on now it’s ready but wait for later time to auto. Or is it meant to give players time if they r late to attack a change for that?

Wait now, this isn't fair. I use a hold on posting damage, not to 'flex my muscles' but to make sure that my guild members get a chance to post some damage. It's what my guild wanted when I asked them for their input.
