What is purpose of wait times after raid opens?

Is the purpose to say get on now it’s ready but wait for later time to auto. Or is it meant to give players time if they r late to attack a change for that?

I don't deny damage for an hour but I instruct anyone capable of solo'ing the Pit to not finish their run until they see "Phase 3 complete" in the chat notification at the bottom. After that, all bets are off. Sometimes takes 20 minutes, sometimes 45. Either way, lower level players still get a crack at at least one phase.
