What is the best way to mod zeta Maul?

I'm working on him but not sure what mods would work best. What do you guys think?

Why tenacity?

It hurts him alot if he's stunned or shocked. If you're planning on getting him to zeta level, he needs the bonus tm.

So I assume speed secondaries and then what about the set bonuses?
