What promo packs?

A lot of buzz on here about free promo packs today; I haven't heard a thing about it though. What are they/where can I get them?

Apparently you have to use a valid payment method even though the cost will be zero.
Better not charge me.

So I've found it in the webstore, but when I enter the promo code, it clears the balance but "pay now" is still grayed out
