Trying to see both sides...yeah it's frustrating to deal with non communicative guild mates. We've booted so many that ignore the 24hr no damage rancor, you try to contact them via ingame chat or discord and no response. I mean you are perfectly justified to boot him whenever you see fit since you have given him the benefit of the doubt and allowed him 5 violations, but who knows what people are going through in their lives or whatever, let him get the rewards, get the boot and then realize that he screwed up being part of an active guild.
