Hey SeaDog ... this player's name wouldn't have something to do with a Wolf, would it?
Booting a member mid-TB is, of course, not the optimal solution. But here's the thing: the guild probably has a few players that already want to circumvent the rules, and they might already be doing so to a small extent. Then some fool comes in and flagrantly violates every rule in the guild, ignoring all warnings or attempts to communicate. They break the guild strategy so completely that the others begin to follow suit. The whole business can very quickly spiral out of control. I have seen it. In some cases, you have no choice but to remove the instigator before they can do irreparable damage to the guild atmosphere.
In Wolf's case, you boot him and hope he learns his lesson. But he won't, he will just move to another guild and ignore all their rules, too.
